Does instructor feedback on a milestone have to show up in the final?

Yes, and that is the whole design. Each milestone is a section of the final project handed in early for comment, and graders expect the final to show those comments answered. Rewriting the milestone properly before it is folded in is worth more than polishing new sections, because the same instructor reads both and remembers what they asked for.

What does hidden weight in a final project rubric mean?

It means the criteria are not worth what students assume. Formatting and mechanics usually carry a small share, while one or two analysis criteria carry most of the score. Reading the rubric properly before writing tells you where the effort belongs, and it is common to find that the section people spend a weekend on is worth a fraction of the one they rush.

Will the final project read like the milestones I wrote myself?

That is the point of matching voice early. Send two or three things you wrote and the drafting follows your sentence length, your vocabulary and the way you structure an argument. Where earlier milestones are already yours, the later work is written to sit beside them without a visible seam, because a sudden change in register is the thing an instructor notices first.

My program is business or psychology, not nursing. Who takes it?

Someone credentialed in that field. The bench is broadest in nursing because that is where demand sits, but business, psychology, communications, information technology and education all have their own specialists, and a final project gets matched to the discipline it belongs to. If nobody suitable is free for your subject and timeline, the intake says so rather than assigning it anyway.
